What Has Changed

Until recently, the NOC process in Nepal was partially online. While applications could be submitted through the MoEST portal at noc.moest.gov.np, document verification for Tribhuvan University and Kathmandu University graduates often required manual cross-checking, which could slow down processing or require an in-person visit for postgraduate applicants in particular.

The new API integration changes this. Because the MoEST portal is now directly connected to TU and KU systems, academic records from those universities can be verified digitally in real time, without the student or the ministry having to contact the institution separately. This removes the main bottleneck that previously kept the process from being fully faceless.

The key improvements now in place:

• Fully online application: The entire application from start to finish is handled through the MoEST NOC portal at noc.moest.gov.np.
• Digital document verification: Academic records from TU and KU are verified automatically through the API connection. Students no longer need to submit physical transcripts to the ministry for verification purposes.
• Online fee payment: The NPR 2,000 NOC fee can be paid entirely online. No bank visit or counter payment is required.
• QR-coded download: Once approved, students can download their NOC directly from the portal. The certificate comes with a QR code that institutions and embassies can scan to verify its authenticity.
• Postgraduate students included: The system now covers postgraduate applicants fully. This group previously faced additional in-office requirements that have now been eliminated.

For Nepali students, the NOC has historically been a source of anxiety during an already stressful application period. 1. Go to noc.moest.gov.np and register or log in to your existing account
2. Fill in your personal details, academic background, and study destination information, matching all details exactly to your offer letter
3. Upload the required supporting documents, such as your citizenship certificate, offer letter, and financial proof. For TU and KU graduates, academic records may be verified automatically through the API. Upload your transcripts as well to be safe.
4. Submit the application and wait for MoEST verification, typically 3 to 7 working days
5. Pay the NPR 2,000 fee online once your application is approved
6. Download your QR-coded NOC directly from the portal

Students from universities other than TU and KU should still upload their academic transcripts clearly, as the automatic API verification applies specifically to TU and KU records. Manual verification for other institutions remains in place.

What Has Not Changed

The digital upgrade affects the process, not the underlying requirements. The following remain in place:

• The NOC is still mandatory for all Nepali students pursuing formal study abroad, including diploma, bachelor's, master's, language, and PhD programs
• The fee remains NPR 2,000
• The NOC is still tied to a specific offer letter, institution, and intake date
• Students applying for health science programs (medicine, nursing, physiotherapy, public health, and related fields) still require a Pre-Approval Letter from the Medical Education Commission (MEC) before applying for the NOC
• NOC is still not issued for Hong Kong, Taiwan, and Mauritius
• All document accuracy requirements remain, including name consistency across citizenship, passport, and offer letter
